According to the Vietnam Cement Association, only four cement producers managed to install waste heat gas generation (WHGG) systems at their plants by end of 2015 as instructed by the government.

Under the instruction, cement producers are required to install WHGG systems at their factories in order to reduce power consumption by at least 20%, with the requirement only covering plants that producing more than 2,500tonnes of clinkers/day.
The association attributed the lack of compliance to the revenue slowdown caused by low demand as well as the large investment needed for WHGG systems.
