Authority's 'no' to Destia and NCC deal

The Finnish Competition Authority is proposing to the Market Court that the transaction whereby Finnish infrastructure company Destia sells its asphalt and paving operations to construction company NCC in Finland not be allowed to proceed. According to the Competition Authority, Destia, which is owned by the Finnish government, is the only actor in the Helsinki metropolitan area, in addition to NCC and Lemminkäinen, that has a fixed asphalt mixing plant of its own.

The 4464 Finnish Competition Authority is proposing to the Market Court that the transaction whereby Finnish infrastructure company 3722 Destia sells its asphalt and paving operations to construction company 1084 NCC in Finland not be allowed to proceed.

According to the Competition Authority, Destia, which is owned by the Finnish government, is the only actor in the Helsinki metropolitan area, in addition to NCC and 4438 Lemminkäinen, that has a fixed asphalt mixing plant of its own.

It is claimed that the transaction would lead to a situation where NCC and Lemminkäinen jointly hold a dominating market position in the Helsinki metropolitan area.
